We have partnered with Mr. Robert Flowers, CEO, Jr. the principal and founder of RGF Consulting Corporation (RGFCC). Mr. Flowers, has over 36 years of hands-on experience in the areas of financial and operational management in the federal government and private sector business arena. In 2003, RGFCC was certified by the U.S. Small Business Administration (SBA), as a Section 8(a) government procurement company and graduated successfully in 2012. Currently, a CVE certified Services Disable Veteran Owned Small Business (SDVOSB); MDOT: MBE/DBE; SEAPORTe Prime Contractor, and 8(a) Joint Venture Partner.
During his military career as an Adjutant General Corps Officer in the U.S. Army, Mr. Flowers completed two assignments as an Assistant Comptroller in the Office of the Adjutant General in Washington, DC and in Vietnam. In his last two military assignments, Mr. Flowers served as the Executive Manager of a 52 facility Army restaurant/club system with over 600 employees and a $3 million budget, and as the Deputy Director of Army-wide club activities involving financial management over annual revenues of over $280 million.
After retiring from the military, Mr. Flowers worked with six (6) different SBA 8(a) firms in positions ranging from Project Manager, General Manager, and Chief Operating Officer to Vice President. During this period, Mr. Flowers was primarily involved in federal government service contract cost proposal preparation; budget and indirect rate development, contract administration, business development, and human resources management. He also prepared and submitted numerous certified cost proposals with a high degree of success to various federal agencies. Moreover, he was the primary action officer for numerous successful Defense Contract Audit Agency (DCAA) pre-award audits.
In 1998, Mr. Flowers founded RGF Consulting Corporation (RGFCC) with the express purpose of training small business government contractors in the art of preparing cost proposals and other allied procurement actions. He conducted hundreds of CPE certified training workshops comprising over six (6) thousand contractor personnel participants across the United States. He also trained numerous small business advocates such as Community Business Development Centers, Women’s Business Centers, and several Procurement Technical Assistance Program (PTAP) state centers. Mr. Flowers and his company instructors were key facilitators in association with SBA’s National 7(j) Basic CEO training program across all SBA regions. Under a three (3) year prime contract with the Department of Health and Human Services (DHHS), Small Business Office, Mr. Flowers and company instructors conducted “turnkey” procurement workshops to numerous Historically Black Colleges and Universities, Indian Tribal Colleges and Universities, and other Minority Institutions. At the state and local level, Mr. Flowers conducted procurement workshops for the State of Georgia and Pennsylvania, Departments of Transportation contracting officers and consultants. He published several cost proposal manuals and designed numerous cost proposal interactive spreadsheets in CD format for the general market place.
Mr. Flowers has a BS Degree in Business Administration from Lincoln University, Jefferson City, MO; extensive graduate studies in Financial Management and Supervision, Certificates in Government Cost Accounting and Fundamentals of Indirect Rates from the George Washington Law School and Management Concepts School respectively and various other courses in Pricing Strategies, Cost Proposal Structure and DCAA Audit Preparation. He is a member of the Retired Military Officers Association, National Contracts Management Association, National Association of Government Contractors, the National Federation of Independent Businesses, ISSA Worldwide Cleaning Association, and was previous setting member of the SBA 7(a) and 504, Loan Review Committee, Prince George’s Financial Services Corporation.
